The State Committee on Work with Diaspora was established in 2002 by the Great Leader Heydar Aliyev. Chairman of the Committee Fuad Muradov said that this institution was the first step in the large-scale work towards the political course determined by our national leader.

We, the representatives of the 5th Congress of World Azerbaijanis, are addressing the international community from the city of Shusha, cultural capital of Azerbaijan, which was occupied by Armenia in 1992 and liberated by the Azerbaijani Army on November 8, 2020 on the course of Patriotic War.
