The “Declaration of Independence” of May 28, 1918, which proclaimed the establishment of an independent state in Azerbaijan, stated that Azerbaijan was the first democratic, parliamentary republic in the Turkic and Muslim world, and in the entire East in general. 97,300 km2 of the territory of Azerbaijan were undisputed, and 16,600 km2 were disputed with Armenia and Georgia (Mahmudov, 2004, p. 12).
