On 9th February the OSCE Permanent Council was supposed to discuss and condemn a deadly armed attack against the Embassy of the Republic of Azerbaijan in Iran, which happened on 27th January. The debate did not occur when it was scheduled on 2nd February.

Like individuals, countries, too, can be respectable or untouchable. It all depends on how states participate in building the security architecture, in activating the global integration program. If they manage to increase their efficiency, they easily become acceptable or desirable in the accumulation of stabilization potential.

Ukraine faces a long road back to normal life: victory over a terrorist state, complete de-occupation of the territories that the aggressive neighbor has believed to be "its own" for many years, then clearance of monstrously vast minefields and restoration of devastated cities, villages, infrastructure and historical sites. Azerbaijan is now successfully moving along the same path, and Baku's experience can be invaluable for Kyiv.
