Trump extends Section 907 waiver and tells Aliyev: “You are great!”

U.S. President Donald Trump has extended the waiver of Section 907 of the FREEDOM Support Act with respect to assistance to the Government of Azerbaijan.

The memorandum, signed by Trump and dated August 8, 2025, is titled “Extension of Waiver of Section 907 of the FREEDOM Support Act with Respect to Assistance to the Government of Azerbaijan.” It was issued as Presidential Determination No. 2025-08 and addressed to the U.S. Secretary of State.

The document states that extending the waiver is necessary to support U.S. efforts to counter international terrorism, ensure the operational readiness of U.S. Armed Forces and coalition partners, and strengthen Azerbaijan’s border security.

At the same time, the memorandum emphasizes that the assistance must not undermine or hamper ongoing efforts to negotiate a peaceful settlement between Armenia and Azerbaijan and must not be used for offensive purposes against Armenia.

“Accordingly, I hereby extend the waiver of section 907 of the FREEDOM Support Act,” the document reads.

In the upper margin of the memorandum, Trump added a personal handwritten inscription addressed to the Azerbaijani president: “Ilham — You are great!”

Azerbaijani President Ilham Aliyev later thanked Trump for the memorandum and the personal inscription.

“Dear President Donald Trump, I would like to express my sincere gratitude to you for sending me, as a commemorative gift, the memorandum on extension of waiver of Section 907 of the Freedom Support Act, accompanied by your personal inscription and kind words. I greatly appreciate this thoughtful gesture and hold it in the highest regard,” Aliyev wrote on X.
